Daily Telegraph story regarding MPs expenses

The Daily Telegraph story regarding MPs' expenses:  On 8th May, the Daily Telegraph published information about some MPs' expense credit cards.  Chloe is on maternity leave but her office has responded to explain:  "All of these instances are down to either the historic paper-based receipt system that IPSA formerly ran, which caused delays, or IPSA making overpayments incorrectly to suppliers.  Chloe only claims expenses within the rules."
